Ok........Maybe it would have been a little more understanding and cliche' if a murderer shot the person who stole the book, but someone who is supposedly serving and protecting as a duty? Let's be serious. Police, even security guards take their job way too seriously. You're shooting someone over a free book? what's next? newspapers? balloons? air? This action is more than absurd, it's just plain "STUPID". He needs to be sent back to the headquarters and learn the real rules and regulations of having to fire "serious ammunition".
